Original equipment manufacturer (OEM) or authorized resellers of OEM’s (traders) both can create their catalog after GeM Registration. If you have your own brand then you need to register your brand and for the same, you need to provide all the documents like brand ownership proof, Manufacturing/NSIC registration certificate, online market presence, and technical specifications if your product is already not available on GeM. GeM also provides an OEM Panel to manage their authorized resellers.

As per the procurement guideline/GFR rule 2017, If the govt organizations have to purchase more than 500000 value of the products or services than they have to create an open Bid or Reverse auction which opens for all the registered sellers in the same product categorys. In 95% of the categories listed on GeM, average 500+ sellers registered and only 12 sellers (2.5%) participate in the bids.

1.Buyer Registration
Registration is the first and must part of any govt. organizations to Procure/purchase any product or services on the free GeM registration platform. You have to provide your department’s detail and documents. For any kind of purchase in govt organizations, there are 4 integral part/stakeholders
1.1 HOD : – HOD provides any purchase- related approval, financial approval, dedicate the budget, and approve the technical terms n conditions. HOD is the only person who dedicates the role and responsibilities of the buyer, consignee, and PAO.
1.2 Buyer :- Buyer‘s responsibility is to procure/purchase the required product/services from GeM in the lowest prices and within the approved budget. The buyer can create bid/RA or direct purchase if the purchase value is under the permissible limit of 500000 INR.
1.3 Consignee in GeM Registration:- Consignee is the receiver of the delivery of the goods/services and his role is to ensure the delivery of the good quality products.
1.4 Pay and Accounts (PAO) : – PAO ensures the timely payments of sellers after delivery of the products as TAT for the payments after delivery is 10days notified by GeM.
*Please note that the credentials of three people are a must as only one person can take the role and responsibility of consignee and PAO both if it is approved by HOD. We provide you every help to register your department with GeM and as already mentioned on “Zero Cost”
Procurement/Bid Creation After GeM Registration
After free GeM registration, the Buyer Has two options to procure the required goods or services.
2. Direct Purchase :- If the value of required goods/services is less than 25000 than the buyer can directly purchase any product best suitable to his/her requirement. It’s like we generally purchase on retail online portals like Amazon, snap deal, Flipkart. If the value is more than 25000 and less than 500000 than the buyer can select all the technical parameters of the product and he/she can only purchase after comparing at least three company’s products. Here gem also helps the buyer to choose the lowest offered price with the same technical parameters.
3. Bidding or reverse auction:
(RA) after GeM Registration:- If the value of the products is more than 500000 than its mandatory for the buyer to create a bid or RA. bid/RA creation is as easy as using Facebook or Twitter nowadays. You can choose a product, terms n conditions like EMD, EPBG, the warranty period of the product, delivery period, turn over, and experience of the bidder with just a few clicks. RA gives the option to buy to negotiate more on the offered prices by the seller as it gives the transparent platform to sellers if they can offer better prices than their competitors as a seller can see each other offered prices online.
*Please note the buyer should have all the approvals in hand before procurement /bidding/RA
after GeM Registration is done.
4. Contract Generation:
If the buyer finalizes the product or after bid time is over than the last step is to generate a contract after opening up the technical and financial bid. The contract is auto- generated by the GeM for the lowest bidder and both buyer and seller can download it online and none of them can breach the terms and conditions mentioned in the contract. The information of contract generation is shared immediately with the seller too so he would plan to deliver the goods/services in the asked/committed time.
5.CRAC Generation:
Once an order is successfully delivered, Consignee shall inspect/test the product for its conformity with contract specifications and issue acceptance/rejection through an on-line consignee receipt and acceptance certificate (CRAC).
6.Delivery And Payments:
After CRAC, the buyer will process the bill and forward it to the paying authority for time-bound payments. TAT after delivery is notified by GeM is 10 Days and payment details to be updated/uploaded on free GeM registration online immediately after making the payments to the seller.
